More specifically, this program will discuss the need to convert from today's environment to internet protocol version 6 -- the challenges of conversion and the vision for significantly improved government services in the future.

Jim Flyzik - Partner, Guerra, Kiviat, Flyzik & Associates
Effective April 1, 2006 Jim Flyzik becomes President of TheFlyzikGroup. The company specializes in Performance Based Contracting training and strategic consulting helping small, medium and large companies in providing world-class government services. Prior to this, he worked as a Partner in the consulting firm Guerra, Kiviat, Flyzik and Associates. On February 18, 2003, Jim was also named the Chairman of the Information Technology Association of America Committee on Homeland Security. Jim also hosts the new monthly radio program, The Federal Executive Forum on WFED 1050 AM and www.fednewsradio.com which premiers January 26, 2006.
Jim served over 27 years in the federal government. He served as Senior Advisor to Governor Ridge in the White House Office of Homeland Security (OHS). He provided advice to OHS on the National Strategy and Information Management in support of the OHS mission. From February 1998 until December 2002, Jim has also served as the Vice Chair of the Federal Government CIO Council overseeing numerous governmentwide IT initiatives. He was also a member of the President's Critical Infrastructure Protection Board. Prior to this, from August 1997 until April 2002, Jim was the Deputy Assistant Secretary for Information Systems and Chief Information Officer (CIO) for the Department of the Treasury. He provided oversight, strategic planning and management direction on over $3.0 billion in annual information technology and information infrastructure programs within Treasury and its fourteen Bureaus. Jim also served as the Acting Assistant Secretary for Management for the Treasury Department from January 20, 2001 until February 8, 2002. In that role he provided oversight of all Treasury bureaus and served as the principal policy advisor to the Secretary and Deputy Secretary on matters involving the internal management of the Department and its bureaus. On behalf of the Secretary and Deputy Secretary, he oversaw the strategic management process and Government Performance and Results Act compliance to provide Treasury officials with a means to systematically articulate priorities and develop and implement strategies to achieve them. This process included development of strategic plans; preparation of budget requests/performance plans, monitoring the execution of the budget and performance plans, and development of performance reports. Jim received the Secretary Certificate of Appreciation on February 12, 2002 for his efforts during this transition period. Prior to his Treasury positions, he worked for 15 years at the U.S. Secret Service where he held key IT management positions. Jim served as Team Leader on Vice President Gore's National Performance Review (NPR) Information Technology Team. Following this assignment, he was selected as Chairman of the Government Information Technology Services Working Group, to implement the NPR Information Technology recommendations and coordinate the government services portion of the National Information Infrastructure (NII). He was given the prestigious Eagle Award as the government information technology executive of the year in 1994, a Meritorious Presidential Rank Award in 1995, the Armed Forces Communications and Electronics Association Award for Excellence in Information Technology in 1996, the AFFIRM Award for Outstanding Service to the Citizens in 1997, the Industry Advisory Council Award for Special Achievements and Leadership in 1997, the AFFIRM IRM Executive of the Year Award in 1998, and the Distinguished Rank Executive Award from President Clinton in 1999. In 2001 the Federation of Government Information Processing Councils presented him the John J. Franke award for outstanding government service. In March 2002, Jim was selected by the Federal CIO Council to receive the Azimuth Award as the Government Executive of the Year. Jim has extensive public speaking experience and frequently serves as a featured speaker at industry events. He has developed, and currently teaches part-time, a graduate level course on Information Systems Security and Risk Assessment at the University of Maryland. Jim was given the Stanley J. Drazek Excellence in Teaching Award in 1998 by the University of Maryland. Jim has an undergraduate degree in Business Administration and Computer Science and a Masters of Business Administration (MBA) from the University of Maryland with an area of concentration in Information Systems Management.
Karen S. Evans
Administrator of E-Government and Information Technology Office of Management and Budget Karen Evans is the Administrator of the Office of Electronic Government and Information Technology (IT) at the Office of Management and Budget. In this role, she oversees implementation of IT throughout the Federal government including advising the Director on the performance of IT investments, overseeing the development of enterprise architectures within and across agencies, directing the activities of the Chief Information Officer (CIO) Council, and overseeing the usage of the E-Government Fund to support interagency partnerships and innovation. She also has responsibilities in the areas of capital planning and investment control, information security, privacy, accessibility of IT for persons with disabilities, and access to, dissemination of, and preservation of government information. Prior to becoming Administrator, Ms. Evans was the Chief Information Officer for the Department of Energy. There she was responsible for the design, implementation, and continuing successful operation of Information Technology (IT) programs and initiatives throughout the Department and its offices. During this time, Ms. Evans was also the Vice-Chairman of the Federal Chief Information Officers Council. Elected to this post in December 2002, she coordinated the Council's efforts in developing federal IT programs and improving agency information resource practices. Before joining Energy, she was Director, Information Resources Management Division, Office of Justice Programs (OJP), U.S. Department of Justice, Washington, D.C., where she was responsible for the management and successful operation of the Information Technology program. OJP's bureaus and offices provide funding opportunities for initiatives such as Safe Schools, Safe Start Program, Community Prosecution, Native American Tribal Courts and other programs of high local, state and national interest. Key accomplishments included the implementation of an on-line grants management system to process grants from discretionary, formula and large block grants programs, to streamlining capabilities to ensure for the expeditious processing of claims benefits to families of public safety officers after the September 11th attacks.
She is a 20 year veteran of Government service with responsibilities ranging from GS-2 to SES, working with several agencies, including the National Park Services, the Office of Personnel Management, and the Farmers Home Administration (FmHA) of the Department of Agriculture.
John W. McManus, PhD
Office of the CIO National Aeronautics and Space Administration John McManus is the Deputy Chief Information Officer (CIO), Chief Technology Officer (CTO), and Chief Architect for the National Aeronautics and Space Administration (NASA) Office of the CIO. As Deputy CIO, Dr. McManus ensures the structures are in place within the Agency to effectively meet Clinger-Cohen Act and E-Gov Act responsibilities. As CTO, he provides leadership in the identification and integration of effective information technology to meet NASA mission objectives. As Chief Architect, Dr. McManus leads the definition and development of NASA's Enterprise Architecture, ensuring alignment of mission, services, data, technology and performance. Dr. McManus joined NASA from Lucent Technologies Bell Laboratories in Murray Hill, NJ, where he served as Vice President of the Software Technology Center. He has also served as Vice President for Research at Cigital, Inc., following a career in flight simulation research, development, and management at NASA's Langley Research Center. John received his Ph.D. and M.S. in Computer Science from the College of William and Mary, and a B.A. from Randolph-Macon College.

Peter Tseronis
Director Network Services U.S. Department of Education
A 13-year Department veteran, Mr. Tseronis first came to ED as a management analyst and later served as an information technology specialist. As Director, Mr. Tseronis oversees and manages a $20+ million budget for the Department's telecommunications and networking infrastructure, including voice, video and data communications services, equipment, and facilities throughout the nation. Mr. Tseronis earned a B.A. in Communications at Villanova University in Villanova, PA, a M.S. in Information and Telecommunication Systems for Business from The Johns Hopkins University in Baltimore, MD, and is a certified Project Management Professional (PMP). Pete, his wife Betsy, and newborn son, Jake, reside in Gaithersburg, MD.
David Cheplick
Director, Telecommunications Operations Management Service VA Mr. David Cheplick currently serves as Director, Telecommunications Operations Management Service (005N2). He manages several programs providing business and technical assistance to VA field staffs, including long haul communication circuit provisioning, telephony system refreshment, specialized radio and paging systems design, and emergency communication installations. Mr. Cheplick also currently manages the Data, Voice, Video, Radio Transition and Secure Communications Exhibit 300 documents for the Office of Information and Technology. David has worked for the Department of Veterans Affairs since May 1999. Within the former Office of Telecommunications, he served as the Director, Wide Area Network Services and Director, Telecommunications Support Services. Prior to the VA, he held a succession of increasingly responsible positions at the Department of State from 1992 - 1998. Mr. Cheplick completed the Federal Executive Institute Leadership for a Democratic Society in 2005. He is a December 2003 recipient of the George Washington University Master's Certificate in Project Management. In 2002, he successfully completed the requirements of the CIO Certification Program and the Advanced Management Program at the National Defense University. He is a recipient of the M.S. degree Computer Information Systems, George Mason University (1995) and the B.S. degree in Industrial Relations, Cornell University (1974). Mr. Cheplick resides in Falls Church, Virginia. He is the father of three children. He is active in Northern Virginia youth athletic programs.
Tom Kreidler
Vice President Juniper Federal Systems Tom Kreidler is Vice President of Juniper Federal Systems, responsible for overseeing the Federal team as Juniper Networks continues to expand its presence in the federal government market. In this role, Kreidler oversees all functions - including sales, marketing, and channel relationships - that support Juniper Networks federal business. Kreidler has over 20 years of experience providing the government with information technology solutions. Prior to joining Juniper Networks, Kreidler served simultaneous roles as the Vice President of Public Sector and President of Sun Federal for Sun Microsystems. In both roles, Kreidler assumed business responsibility for federal, state, and local governments and government contractors, while also leading the company's international strategic sales and major government programs. Kreidler is an active member of the Armed Forces Communications and Electronics Association (AFCEA), Security Affairs Support Association (SASA), and the Navy League. Further, Kreidler has served on the Boards of the Directors for the National and International Centers for Missing and Exploited Children, National Science Centre and St. Mary's College
