BIOS Paul Brinkley Deputy Under Secretary of Defense for Business Transformation, Department of Defense Mr. Brinkley was recently appointed to the role of Deputy Under Secretary of Defense for Business Transformation. In this role, Mr. Brinkley works across Military Services and Defense Agencies to drive rapid transformation of business processes and systems to ensure effective support to the warfighter and improved financial accountability.
Prior to assuming his current role, Mr. Brinkley served as Senior Vice President of Customer Advocacy and Chief Information Officer for JDS Uniphase Corporation of San Jose, California, a global leader in optical technologies used in the communications, display, and security markets with major operations in North America, Europe, and the Asia-Pacific region. In this role, Mr. Brinkley was responsible for the global customer service, critical sales account management, and information technology organizations. He also served as Sr. Vice President of Supply Chain Management for JDS Uniphase, launching central supply management, planning, scheduling and logistics functions. As Vice President and CIO, he led a global IT integration and cost reduction initiative that reduced JDSU IT operating expenses by over 70% using a near complete outsource-based IT management model for core systems including enterprise resource planning (ERP), product lifecycle management (PLM), data warehousing and analysis, and communications networking and security.
Thomas Modly Deputy Under Secretary of Defense Financial Management, Department of Defense Thomas Modly was appointed Deputy Under Secretary of Defense for Financial Management, Office of the Under Secretary of Defense, Comptroller, in February 2005. In this role, Mr. Modly serves as the principal adviser to the Under Secretary of Defense (Comptroller) and other senior DoD officials for financial reform and business modernization. Specifically, in partnership with the Deputy Under Secretary for Business Transformation, Mr. Modly provides executive leadership to the newly formed Business Transformation Agency, working across the Military Services and Defense Agencies to drive rapid transformation of business processes & systems ensuring effective support to the Warfighter and improved financial accountability.
Previously, he served as the Executive Director of the Defense Business Board (DBB) from July 2002 until February 2005. In that capacity, Mr. Modly coordinated the activities of the Board as it developed strategies for implementing private sector best practices in the interest of the Department of Defense. An accomplished strategist and M&A specialist, Mr. Modly brings 11 years of active duty military and 10 years of corporate development and strategy experience to the Department. He served in various senior management positions with UNC, Inc., in Annapolis, MD, and Oxford Associates in Bethesda, MD, prior to co-founding the Empyrean Group (later to be named Iconixx Corporation), where he led the company's merger and acquisition activity.
Art Fritzson Vice President, Booz Allen Hamilton Art Fritzson is a Vice President with Booz Allen Hamilton providing leadership in Advanced Information Technology. Mr. Fritzson leads the firms activities in Net-Centricity for the Department of Defense. As a thought leader in the strategic application of emerging technology, Mr. Fritzson is responsible for developing key parts of the strategy for DoD wide IT based transformation. This is a transformation based on web services and Service Oriented Architecture on an unprecedented scale: DoD is challenged with multiple acquisition domains that have created an environment with thousands of separate business vocabularies, tens of thousands of disparate applications and at least as many distinct integrations. Mr. Fritzson's work is in the practical aspects of technology, process and cultural transformation required to evolve the current architecture toward a more unified "net-centric" one that promotes joint operations in the military. His current focus is on the Enterprise Data Strategy and the Network Centric Enterprise Services for the Assistant Secretary of Defense / Networks and Information Integration (ASD/NII). These are the first components of the transformation that are in the process of being rolled out across the uniform services. He has also been active in building the firm's overall presence in ASD/NII, in driving new firm initiatives around Intellectual Capital and Knowledge Management. |
