The Chief Acquisition Officer was created by the The Services Acquisition Reform Act (SARA). The position mandates a high-level executive in charge of acquisition policy. Federal News Radio AM 1050's program "Ask the Chief Acquisition Officer" (CAO) means to bring to light best practices and specific challenges and to provide a forum in which CAO's may share information to maxmize agency efficiency.

Ronald Flom, Associate Director for Management Services

    BIOGRAPHY: Ronald C. Flom has been the Associate Director for Management Services, United States Office of Personnel Management, since November 2005. He provides executive leadership over the administration and operation of the Office of Personnel Management's internal human capital management, administrative services, information technology, equal employment opportunity, security and emergency actions, contracting, and business management functions. Mr. Flom also serves as an advisor to the OPM Director and provides broad direction and oversight for the delivery of human capital and administrative management and support services. In this role he also serves as the Senior Procurement Executive for OPM. Prior to becoming associate director, Mr. Flom served as the Deputy Associate Director, Center for Contracting, Facilities & Administrative Services. He retired from the United States Army as a colonel and joined OPM in December 2003 after a distinguished 29 year career.

    Ron was commissioned a second lieutenant in 1974 upon graduation from the University of North Dakota with a Bachelor of Arts degree in Political Science. He also holds a Master of Science degree in Contracting and Acquisition Management from the Florida Institute of Technology and a Master of Science degree in National Resources Strategy from the National Defense University.

    He has over 30 years of experience in the leadership and management of diverse organizations, with broad background in contracting in the federal sector, logistics management, organizational leadership, strategic planning and analysis, project management, information technology, human resources management, and emergency preparedness. Key assignments prior to coming to OPM included: Commander, Defense Contract Management Command Baltimore, where he was selected as the Army Acquisition Commander of the Year for 1998; Commander, Defense Contract Management District East, where he was name Distinguished Federal Executive of the Year in 2002 by the Boston Federal Executive Board; and Commandant of the Defense Acquisition University, Fort Belvoir, Virginia.
