Federal News Radio AM 1050's program "Ask the Chief Acquisition Officer" (CAO) means to bring to light best practices and specific challenges and to provide a forum in which CAO's may share information to maxmize agency efficiency.

    BIOGRAPHY:
    Mr. Grant is the Director of the Office of Procurement, at the Internal Revenue Service, where he oversees a staff of more than 500 and manages the nationwide IRS procurement program. This entails procurement of supplies and services with an annual value of approximately $1.8 billion and administration of contracts with a combined systems life of $15 billion. The most challenging and highly visible program under Mr. Grant's direction is the multi-billion dollar PRIME Modernization effort. The PRIME is automating and upgrading the nation's tax processing computer and telecommunications systems. As director of the IRS' Office of Procurement, Mr. Grant's focus has been on improving the procurement process through strategic acquisition initiatives. The keystone of these initiatives is the Acquisition Life Cycle (ALC) program. The ALC combines performance measurement, continuous improvement, paperless acquisition and leading technology to pursue IRS mission success.
